User Changes
When RTI pre-populates the database using data from claims, they are able to determine if certain processes were performed within the practice or not.  This data about the source of data (metadata) is also stored in the database that is distributed to the practices.  If the user opted to display the highlights, the tool always uses this metadata in determining what color to use in highlighting the elements.  This means that the tool will highlight the element in the same way even if a user has already changed its value.
