Benefits Improvement and Protection Act (BIPA) regulations ensure Medicare beneficiaries an appeal process for termination for services provided by home health agencies, skilled nursing facilities, including hospital skilled swing beds, comprehensive outpatient rehabilitation facilities and hospices.

All Medicare beneficiaries who are notified of impending termination of services or discharge from providers may appeal to IFMC.

IFMC reviews the termination notice when the Medicare beneficiary does not agree that services should end and requests an appeal.
